A compact radar-change panel for commodity-research analysts who need to see which terminal-area measurements moved before deciding where to investigate—not a substitute for inventory reporting.
The archive contains 122 sealed observations across 16 terminal areas and 9 collection dates from 2026-06-10 through 2026-08-05. The newest-versus-prior comparison is geometry-matched for 5 sites; 11 are withheld because the acquisition geometry changed, rather than mislabeled as physical change.
Coverage receipt. The frozen panel was checked on 9 dates. It contains 16 named terminal areas, not every terminal worldwide. The archive spans 2026-06-10 to 2026-08-05; 122 observations succeeded and 0 carry a fetch error. A missing or incompatible scene is withheld, never turned into a zero.
Latest comparable radar deltas
Each row compares a site's two newest successful observations only when the Sentinel platform, orbit direction and relative orbit all match. Positive and negative signs describe a change in the image statistic. They are not labels for stock additions, withdrawals, capacity or utilization.

Comparisons withheld by the evidence
Radar backscatter depends on viewing geometry. Publishing a numerical delta when that geometry changed would make acquisition drift look like terminal drift. The public panel therefore shows the gap explicitly and waits for a compatible pair.

What this record establishes
It measures radar statistics
This ledger reports radar change signals, not tank fill levels or inventory estimates. It can identify a dated, reproducible change in terminal-area VV/VH backscatter for analyst review. It cannot identify the cause of that change.
It keeps the denominator visible
Every count is bounded by the frozen panel and observation dates above. Unobserved scenes, changed geometry and fetch failures remain separate states. None is silently recoded as no change.
It seals before interpretation
Each observation carries a SHA-256 row seal. Each collection date carries a batch seal over the inserted row seals. This page re-computes both layers before rendering any number; a mismatch returns unavailable rather than plausible data.
Source and transformation provenance
Source imagery is the Sentinel-1 Radiometrically Terrain Corrected collection accessed through Microsoft Planetary Computer and maintained with Catalyst Cooperative. It contains modified Copernicus Sentinel data processed by ESA. Changes made by US Tech Automations: terminal-centered chips were cropped, backscatter power was converted to dB, aggregate VV/VH distribution and bright-fraction statistics were computed, and the resulting rows were hash-sealed. The source collection is licensed CC BY 4.0.
Panel-area names are derived from OpenStreetMap under ODbL. This page publishes names and derived statistics only; it does not publish the coordinate table or source feature counts. The newest run is bound to universe tank_sites_v1.json:594427ede5347c4d and methodology floating-roof-v1.
